Regulations “Membership in International Federation of Cynological Sports”

1.1. Status of IFCS members is granted to the national sporting organizations (generally known as federations, associations or unions), which are promoting cynological sports.

1.2. According to the Olympic charter, only one national organization which as a rule promotes most kinds of cynological sport, existing on the territory of the state, and unites maximum number of cynological sporting organizations in present country can become IFCS member.

1.3. IFCS founders have status of IFCS members.

2.1 . The following organizations may be granted with associate member status:

a. International organizations which promote cynological kinds of sport in the interests of the IFCS members;

b. National organizations which develop only one kind of cynological sports and as a rule unite maximum number of the sporting organizations of the country, promoting the same kind of cynological sports.

c. Territorial (regional, provincial etc.) sporting organizations, promoting cynological sports, for their great services in its development (repeated outstanding personal and team results on the international competitions etc.).

d. Other organizations on the decision of the IFCS Congress.

3.1. This status can be granted to the organizations of cynological sports when for some reasons they can not become IFCS member or IFCS associate member.

3.2. This status supposes that an applying organization afterwards intends to become IFCS full or associate member or an applying organization will make steps for founding of a national sports organization (federation, association or union), which will intend to become IFCS full or associate member. An applying organization sends an official letter about such intention to IFCS headquarters.

3.3. Status of provisional member is granted for two years. This period of time is given to hold re-registration of provisional member as a national organization or founding a national organization on initiative of provisional member and also for other necessary steps for getting full or associate membership.

3.4. After the expiry of two years IFCS decides:

a. To grant full or associate membership to provisional member or national organization, which was founded in a country on initiative of provisional member.

b. To prolong provisional member status for the next two years.

c. To refuse in membership.

3.5. A provisional member of IFCS can inform about its desire to become/to introduce IFCS full or associate member before the end of two years. This application should be considered by IFCS.

3.6. If IFCS will receive a letter about intention to cooperate with the IFCS from another organization of the same country:

a. IFCS can recommend to both of organizations from this country to create an association of these organizations before six months. If an association will not be created, IFCS can stop cooperation with both of organizations or prolong cooperation with any of organizations.

b. IFCS can prolong cooperation with any of organizations.

3.7. Status of provisional member will be cancelled in case of granting full or associate membership to another organization of the same country.

3.8. Every year a provisional member sends results of competitions, which were held in this period of time, to IFCS headquarters.

4.1. Organizations which have chosen their status of IFCS member should submit (in English or in Russian):

a. Application file.

b. Decision of the Executive Committee or other constantly acting governing body about entering IFCS members, recognition and using IFCS international rules of competitions.

c. Copy of the Statutes.

d. Copy of the document which confirms administrative permission, registration or any other form of public recognition in the state (for that of states where the public recognition is provided by the legislation).

e. Rules of competitions in those kinds of cynological sports which are recognized by IFCS as international. Instead of rules the organization may submit the decision of the governing body about recognition of IFCS international rules.

f. List of Executive Committee or other constantly acting governing body members with names, addresses and telephones.

g. Details of last three competitions (of national rank — for the national organizations).

h. Guarantee letter from the leadership of the organization concerning immediate remittance of entrance and membership fees on the IFCS account after official notification about granting membership in IFCS.

i. Other documents if required by IFCS Council.

4.2. Candidates for membership should if needed convince Council that the sport or activity, which they control does not conflict with or is not in rivalry with an already existing member of the IFCS.

4.3. The IFCS Council considers the submitted documents, acquaints with them other members of IFCS and makes a decision about granting IFCS membership. This decision is to be approved on the nearest IFCS Congress. The organization becomes IFCS member after approval of the decision by the Congress.

5.1. On the decision of the IFCS Council the organization can get official recognition of IFCS. In this case a special agreement is to be concluded. The official recognition agreement shall not conflict with the present Regulations and the IFCS Statute.

5.2. The official recognition is not the form of membership.

5.3. The organizations officially recognized by IFCS should not have more rights than IFCS members. These organizations should not have the right to vote on the IFCS Congress.

5.4. The official recognition agreement can be cancelled at any moment unilaterially in case of circumstances which hinder the IFCS discharge of its duties towards this organization (for ex., granting membership to the other organization of the same country).

6.1. Rights and duties of the IFCS members are determined by the IFCS Statute (articles 4.4.-4.5.).

6.2. Associated and provisional members status gives them the same rights as the full members one except the right of voting on the IFCS Congress.

6.3. Associated and provisional members status gives them the same duties as the full members one except membership fee sum.

6.4. The right to present national combined team on the competitions held in the IFCS system have full and provisional IFCS members. Associated members present on the competitions held in the IFCS system teams of their organizations (or of corresponding region, province etc.). International organizations — IFCS members do not present teams on the IFCS competitions.

6.5. The right to present national combined team can be given to the national organization which promotes one kind of cynological sports and which is the associated IFCS member in case of absence of full or provisional IFCS member in this country.

6.6. During period of formation of the IFCS system the IFCS Council can make a special decision concerning organization which does not correspond articles

6.4. and 6.5. of the present Regulations but pretends to present national combined team on the IFCS competitions.

6.7. IFCS members of any status have easy payment terms in the entrance fees on the competitions held in the IFCS system as compared with other organizations. Size of the privileges on the IFCS competitions is established by the IFCS Council. Size of the privileges on the competitions held in the IFCS system is established by competitions organizers.

6.8. All member organizations shall recognize and respect the intellectual property of other Members and IFCS in regard to use of terms, documents, insignia and all other things that may be trademarks, service marks, copy rights, rights of persona, etc. of Member Organizations and IFCS in their home countries, regardless of international treaties among national governments.

7.1. Entrance fee is payed only once when entering IFCS members. Sum of the entrance fee is equal to the sum of annual fee of corresponding IFCS member status. During formation of the IFCS system entering organizations can be excused from payment of entrance fee by the decision of the IFCS Council.

7.2. Membership fees are payed by IFCS members annually not later than the 1st of March of current year.

7.3. Organization which was granted membership in the first half-year (before the 1 st of July) pays the whole annual fee. Organization which was granted membership in the second half-year (before the 1st of January) pays 50 per cent of the annual fee.

7.4. Full IFCS members should pay the sum equal USD 200, associated and provisional — USD 100 a year.

7.5. Official representative of any IFCS member have a right to receive necessary information and documents about conformity of expenditure of entrance and membership fees to the approved IFCS budget.

8.1. The IFCS members elect delegates on the Congress. Every IFCS member have a right to be represented by the number of delegates equal for all members.

8.2. Quota of representation on the Congress is established by the Council. As a rule, it is no more than 3 representatives from one IFCS member.

8.3. Quota of representation should be sent in written form to all IFCS members no later than in 60 days before the Congress opening.

8.4. Powers of the delegates should be confirmed in written not later than in 30 days before the Congress opening.

8.5. Associated and provisional members send their representatives to the Congress. The number of representatives should not exceed quota for full members.

8.6. On the decision of the IFCS Council there can be observers from international sporting and other organizations with the right of performance invited to the Congress.

8.7. Organizations which consider possibility of entering IFCS and organizations which have official invitation from IFCS can apply the Council about participation in the Congress as observers. Status of observer gives the right to perform on the Congress meeting only on the invitation of the IFCS President or Congress Chairman.

8.8. Date and place of the next Congress should be determined on the meeting of the previous Congress.

9.1. For the non-payment of the membership fee by the prescribed in the Article 6.2. of present Regulations date the membership in IFCS can be suspended by the IFCS Council.

9.2. For the non-payment of the membership fee within a year the IFCS Council can make a decision about expulsion of the organization from IFCS members. The decision comes into force after approval by the IFCS Congress.

A national organization, which develops only one discipline of cynological sports, can intend to become IFCS associated member. FOR LOCAL CLUBS When your country does not have an NGO as member of IFCS, a local club can file application for provisional membership if they have intent to formally create an NGO. The application must include statements of intent to organize and NGO within a two-year period, which may be extended at the discretion of the IFCS Council, should additional time be required to finalize legal requirements of establishing the NGO. FOR GROUPS OF PEOPLE If you present a group of people, which is not organization and your country is not presented by full, associate or provisional member in the IFCS, please do not hesitate contact IFCS. IFCS Council will give you necessary explanations about possibly ways of cooperation with the IFCS. For example, IFCS can grant to your group status of the IFCS representative in the country for purposes of subscribing to participate in international and intercontinental competitions.
